Presentations
Note: the following presentations by the Stormwater Advisory Committee are provided below, starting with the most recent at the top of the page and moving back in time in chronological order.
On October 21, 2008, the Oak Island Stormwater Management Plan (SWMP) was presented at a public hearing (6:30 - 8:00 pm at the Oak Island Recreation Center). Presentations were made by Bob Zeid, Chair, Stormwater Advisory Board (SWAB) and John Michaux, Director, Stormwater Department. The meeting was attended by 13 residents. The following is a summary of key points of discussion and questions as well as presentations.
On July 25, 2008, there was a workshop on rain gardens; it was held at the new Teen Center behind Middleton Park, adjacent to the Public Works department. The demonstration rain garden installed by Al Hight and John Michaux was reviewed. Photos of the rain garden and copies of the presentations are provided below.

On March 11, 2008, the Stormwater Advisory Board made a presentation to the Town Council. A copy of these written and oral comments is provided below for easy access. Note: During the March 11, 2008 Town Council meeting, council member Jeff Ensminger objected to the conclusion of the report that stated, "If current development practices continue unchanged the water quality could degrade to the point that the state will require Oak Island to treat the stormwater prior to discharge. This would require the construction of a facility on the mainland and conveyance (piping) of the stormwater to a treatment plant."
The Stormwater Advisory Board was directed by Town Council to research what towns are currently mitigating stormwater in this way and how they arrived at that point (e.g., compliance problems or engineering issues). The report was accepted by Town Council with the caveat that this issue would be researched further and the conclusions modified based on those findings.
The SWAB Chairman, Bob Zeid, reported at the following town council meeting (April 2008) that this conclusion was indeed not likely to happen. Even though historically, most of the larger communities in the past had combined sewer and stormwater systems this design was found insufficient during large storms that would overwhelm the sewage treatment system. Thus, the Phase I and Phase II rules that specify MS4 systems are specifically separate SW management systems.
